congressman frank kratovil goes on the attack against andy harris in his latest television ad. >> it takes issue with his challengers stance on taxes. harris is shooting back demanding that people from the airwaves. david collins is looking into those claims from our studio. >> a lot of people have seen or at least heard about it. it claims that andy harris endorses a 23% increase in the sales tax. it makes it seem as if he wants this on top of all the other taxes. it fails to mention that the proposal, currently stalled in congress, would replace the federal income tax and abolish the irs. >> can you imagine paying 23% sales tax on everything you buy? that is andy harris's unfair plan. >> it is misleading. it is part of the fair tax act, currently stalled in congress. it would replace federal income tax, implement tax, personal gains tax -- employment tax,

personal gains tax, social security, medicare taxes. >> we have to believe in our system and process. >> he appears noncommittal. "i can support a flat tax or the fair tax." is spokesperson would not even go that far. when asked if he supported the fair tax act, his spokesperson repeatedly said he supported anything that would lower the tax burden for all americans. here is how the 23% tax would work. it would be levied once at the point of purchase for all new goods and services. it would decrease the tax burden by broadening the tax pace -- base. it would spur individual investments. it also calls for a monthly prepaid to all want lawful u.s. households up to the property -- to all lawful u.s. households up to the poverty level. the removal of tax deduction incentives and a loss of tax

advantages is a concern to some people. >> 23% -- >> it is reckoned with similar to other democratic ads run this year. -- eight is strikingly similar to other democratic ads run this year. he did not only approve the ad, but his campaign paid for it. the harris campaign sent a letter demanding that the ad be pulled from the airwaves. he challenged credit bill -- kratovil joint in town hall meetings. the fair tax act has languished in congress since 1999. last year, the republican leading rasmussen reports that a national poll -- 40% of those surveyed said they would report -- support replacing federal taxes with a national sales tax. david collins, wbal-tv 11 news. >> david collins has been reviewing every single one of these.

colonial knoll. when the suspect went inside the struggled with a woman and she was shot in the chest. she was taken to shock trauma and is listed in stable condition. police believe the victims might have been targeted. if you have information, call the anne arundel county police. >> another week of testimony wrapped up in the murder trial of former city councilman can harass. they listened to testimony about dna. >> the jurors heard the process that was used to collect the dna evidence. prosecutors tried to connect the three men to the crime. connecting the evidence to the men on trial for robbery -- they're trying to do that with the help of a forensic expert who testified about taking samples provided by investigators to check for blood and skin cells. he submitted the samples for dna

analysis. the three men are accused of the murder. he told jurors that he examined a mass that one witness had seen -- one mask that had been seen by a witness. the shooting happened in september, 2008. workers testified that the masked man was part of the group the roblin club. he checked the nose and mouth area. he was unable to determine what type of substance was on the mask, but said it was not blood. prosecutors believe that dna from one of the suspects was found on the mask. >> the technician cannot tell the jury where the mask came from. he cannot tell the jury under what circumstances it came into the police. >> he also check latex gloves and bandanas. they were found inside a purse

stolen from a lounge worker. the per se -- purse inside a trash can. >> the majority of the evidence was packaged in one bag. there were 13 or 14 items in this one purse. it sat there for three days before the technician actually pull them out to analyze for dna. the question becomes, what the dna on the items? was it on a different one? no one would be able to answer that question. but when you are being as specific as you are with dna, you have to keep items separate. they did not do this in the lab or on the street. >> whose dna was found on what? they hope to get the answers to that on monday. reporting live, barry simms, wbal-tv 11 news. >> still to come at 6:00 -- it is one of the biggest weekends in baltimore. our officials getting ready for the annual baltimore book festival. >> serious ravens' news is on
